This backlog reconciles the original ten evolution packs, supplemental governance packs, screenshots of already-implemented ok-* folders, and newer P13–P18 sources with the implementation already present in AletheIA and Adaptive Skills. It is an executive map and dependency graph, not a replacement for the source packs or canonical contracts.
Naming and numbering normalization
The attached folder screenshots are planning aids, not canonical numbering. This backlog normalizes by capability name and source checksum:
- folders prefixed
ok-are treated as delivered or absorbed baseline unless new evidence reopens them; - duplicate Work Observatory entries remain one canonical P10/P12 line and one S18 evidence gate;
- Design System Intelligence v0.2 supersedes the earlier Pulso Lab package for future planning;
- Runtime 2.0 is a north-star/boundary-review source, not an implementation authorization.
Before implementing an epic, reopen its complete pack. Ask for a new copy only when the archive is unavailable or a newer revision exists.

S27 opens backlog v0.4 after S0-S26 closure. Its purpose is to choose the next evidence-respecting track, not to reopen blocked runtime, benchmark, auto-routing, learning automation or dashboard work. Domain governance is the strongest next path because it can improve agent/tool safety and trust-boundary clarity without requiring runtime implementation.

Every implementation slice must report:

- applicable repository checks.
Minimum checks:
- AletheIA governance validation and
git diff --check; - schema, JSON and YAML validation when structured artifacts change;
- Mission Control typecheck, tests, build, snapshots and inspector accessibility regression when UI changes;
- Adaptive Skills skill, evolution, projection and capability validators when that repository changes;
- link/reference validation for all changed documentation.
Reopening and change control
Before starting a pack or supplemental slice:
- verify the source archive checksum or register the newer revision;
- reopen the complete pack, including guardrails, templates, examples and assessment;
- compare it with the current repositories instead of trusting this snapshot alone;
- update requirement statuses only with evidence;
- create a small Work Slice and preserve unresolved requirements in this backlog.
This prevents the backlog from becoming a lossy summary while keeping day-to-day planning readable.
